series of storms to sweep through northern california is here. we have live team storm coverage. let's begin with our meteorologist lisa argen who is tracking the storm will live doppler 7 hd. >> good morning, everyone. your eye goes right to the red and this is where it is draped from the sacramento valley back to clear lake and windsor and santa rosa. the back edge has been pushing through ukiah and with it the very gusty winds preceding the gusts. we have wind gusts up to 51 miles an hour at the airport, 38 miles an hour winds from hayward. a little lighter but still at the higher elevations you are seeing 63 miles an hour wind gusts down to about 2,000 feet down in the south bay. here's the north bay. look at the heavy rain from richmond, martinez and berkeley, now pushing into the east bay. and 580 and back westward. 280 in san francisco. not only looking it he rain but gusty winds. lighter rains into fremont and union city and the south bay. this will all continue to increase throughout the day. the first half of the day looking much, much different than the second half. caroly

river in california, nevada, is over, as well. the storm turned out to be colder than expected turning a lot of the rain to snow and dropping snow levels down to 7,000 feet. truckee river is now expected to crest below flood stage. >>> the good news is i think we are getting a break from all this weather. >> yeah. no rain today. we are going to get some showers during the week but nothing like over the weekend. >> no. i mean, those were amazing totals we saw from the storms, almost 16" in some of the mountains around the bay area. you can see why all the rivers are full. but the good news is they are going to stay within their banks. right now a much-needed break outside. still a lot of clouds out there. it's chilly in spots, too, down to 39 degrees right now in santa rosa. 45 in san jose. 49 in san francisco and 42 degrees in concord. here's the storm sweeping through yesterday. what a storm it was. some of the gusts there 50 and 60 miles per hour. not to mention all that rain. but now high pressure building in behind the system means we are going to dry things out at least for a day.

being reported across southern california. also thunderstorms being reported yesterday in las vegas. that was the 25th day they saw thunderstorms this year. the record is 26. so a lot of thunderstorms in vegas. you had record rainfall of a quarter inch in san diego. you had 1.56 inches of rainfall. yuma, you had record rain as well. the rain in through phoenix. it is snowing through flagstaff, getting into the grand canyon as well. this system will slowly spiral its way into the four corners and bring with it more in the way of some heavy snow. some of it will be over the san juans of southwest colorado. they'll take that fresh powder, for sure. the south side of the system will have wind as well with winds gusting to 60 miles an hour. ahead of that, warm and sunny. a nice chill in the air to get you in the mood for the season across the east coast. that's a quick check on weather. scrapers. >> no. there are times you need it here in california but i don't think it gets as cold as california. so there is good news there. we have a couple of things brewing here. ben lomond highway 9 at glen arbor. not a lot of details for this trouble spot but lots of activity a tree down wires also down in the roadway they have completely shut down highway 9 at glen arbor through there. they are saying now that noon is the eta when they should be reopened so highway 9 ben lomond in the santa cruz county area. so avoid the area if you can in morning because of that. elsewhere we don't have any accidents to report otherwise. westbound 580 looking good through the altamont pass to the dublin interchange. only a 14-minute ride no delays on 680 just yet. also highway 4 we have some early-morning roadwork westbound and eastbound a full freeway closure at one point but everything is in the green now so traffic free-flowing both directions. you might see some on- and off- ramps through the area. westbound 237 through milpitas not bad so far, so good and easy 6 to 8 minutes between 8

of snow reported in the mountains of california. that is the area of low pressure that is slowly going to trek eastward and then eventually bring snow to the area in oklahoma and arkansas and even winster storm watches posted across southeastern missouri up into southern illinois and into indiana as well. here you see this winter storm warning right through oklahoma city. so it is going to get pretty nasty for traveling in that area where we could end up with, again, about six or seven inches of snow in this pink shade here. again, most areas in the east will be seeing a good amount of sunshine for christmas day, however, tonight into tomorrow morning a weak little disturbance will move through and bring just enough snow that you could see some of the white stuff on the ground in the northeast making for kind of a white christmas, i guess. a little bit goes a long way though when we're talking about the holidays. veronica? >> yeah, that's true. just a little. thanks, dylan. >>> coming up next, a syrian airstrike kills dozens in a bread line. a hero farewell for the late senator inouye.

in california and required a two-thirds majority to impose new taxes. years later, reagan won office promising to cut taxes especially for those at the top. now, 30 years later, americans are paying less in taxes than anytime in recent memory. a total tax burden, federal, state found a household making 355,000 in 2010 paid 42% of income in taxes down from 49% back in 1980. a household making median income saw it decline to 27.7% now. so, it's not surprising that as the tax burden has fallen, american public opinion about taxes changed. in 1980, 60% of americans said they paid too much in taxes. 30% said they paid the right amount. this year, amazingly, a plurality of people said they pay the right amount of taxes. 46% said they pay too much. a campaign to lower taxes. when they got in power, lowered taxes and took away the promise to lower taxes. it is why we are poised on the brink of the first successful increase since the first clinton budget back in 1993. while raising taxes on the wealthy is justified and necessary, it's just the first step in a long journey toward the future. one that re
